SB 721 is California's mandatory inspection-and-repair law for exterior elevated elements (EEE) — balconies, decks, exterior stairways, landings and walkways — on multifamily rental buildings. It was passed after the 2015 Berkeley balcony collapse exposed how water intrusion and wood decay can cause an elevated structure to fail.

The original deadline was January 1, 2025. It was extended one year to January 1, 2026 by Assembly Bill 2579. That date has now passed. If your building has not completed its inspection and required repairs, you may already be out of compliance.
Non-compliant owners can face daily fines of $100 to $500, insurance complications, and greater liability if an injury occurs. After the first inspection, re-inspection is required every six years.
SB 721 applies to apartment and multifamily rental buildings with three or more units. Condominiums and HOAs are covered by a separate law, SB 326.
